With a GDP per capita of $17,670 — the highest on the African continent — and a proactive strategy combining international financial hub and blue economy, Seychelles is establishing itself as a model of island development in 2026-2027.

An Internationally Recognised Financial Hub

In 2026, Seychelles achieved several decisive milestones on financial compliance. The country was elevated to «Largely Compliant» status by the OECD's Global Forum on tax transparency, and removed from the European Union's list of non-cooperative tax jurisdictions. These advances consolidate the image of a reliable and attractive financial centre.

The implementation of the Virtual Asset Service Providers Act (VASP) also positions Seychelles at the forefront of digital asset regulation in Africa. With a company incorporation time of 24 hours, near-zero inflation and no foreign exchange controls, the archipelago offers a business environment unmatched on the continent.

Fitch has assigned the country a BB rating, with 3.4% growth projected for 2027 (IMF). The hybrid legal system — combining English common law with French civil law — further enhances appeal for international investors.

Blue Economy as a Strategic Pillar

Seychelles manages an exclusive economic zone of 1.3 million km², one of the world's largest relative to its land area. The archipelago accounts for approximately 20% of global tuna production, and the port of Victoria processes around 80% of the Indian Ocean region's tuna catch. Exports reach some 60 countries.

In 2019, Seychelles issued one of the world's first sovereign blue bonds, pioneering innovative financing for marine conservation. This early-mover positioning now inspires other Indian Ocean island nations.

Tourism — another economic pillar — grew 13% in arrivals in 2025, with a deliberate strategy focused on «high value and low impact», attracting markets from the Gulf, Africa and Asia.

Why It Matters

For economic players across the Indian Ocean, Seychelles demonstrates that a small island nation can, with a coherent compliance and diversification strategy, establish itself as a major player in international finance. Their trajectory — financial hub + blue economy + premium tourism — is a model that other territories in the region would do well to study closely.
