SCR 2.32 billion invested, sustainable high-value target: Seychelles validates its 2026-2033 cruise strategy with UN support to move beyond mass tourism.

Seychelles is turning the page on mass tourism: a strategy validated in April 2026 with UN support allocates SCR 2.32 billion to make the archipelago the Indian Ocean's reference sustainable, high-value cruise destination.

Two years of work, one clear direction

Developed over two years of consultations with the private sector, institutions and development partners, the Cruise Tourism Strategy 2026-2033 was officially validated and handed to the Seychelles government. The UNECA — United Nations Economic Commission for Africa — provided technical support throughout.

The plan's indicative budget reaches SCR 2.32 billion (approximately $170 million), targeting infrastructure improvements and sector governance. Investments will cover port facility upgrades, data systems and environmental protections.

Less volume, more value

The finding that motivated the strategy is clear: «only a small proportion of cruise passenger spending currently stays in the local economy». The archipelago intends to change this by selecting cruise lines with strong local economic impact, encouraging Seychellois operator participation, and developing land-based excursion circuits that generate endogenous revenues.

The model explicitly targets the high-value niche: fewer ships, higher-spending passengers, and an experience centred on the archipelago's unique environmental assets — its nature sanctuary status being its primary selling point over competing destinations.

Why it matters

Cruise tourism weighs heavily in Seychelles' external revenues, but the volume model creates pressure on the protected marine ecosystems that underpin the destination's value. By adopting a quality-over-quantity strategy for seven years, Seychelles bets against the mainstream cruise market — but consistently with its premium positioning. For Indian Ocean hotel investors and operators, this repositioning signals opportunity in high-end shore-based services.
