The Seychelles has validated its National Cruise Tourism Strategy 2026–2033, a seven-year plan developed with the United Nations Economic Commission for Africa (UNECA). The framework calls for an indicative investment of SCR 2.32 billion, to be mobilised through blended financing: public funds, public-private partnerships, development partners and private sector contributions.

Net positive cost-benefit… but revenue leakages to fix

A government-commissioned cost-benefit analysis finds a net positive economic contribution from cruise tourism. However, this masks a concerning reality: only a small share of passenger spending actually stays in the local economy. The strategy specifically aims to reduce these "revenue leakages" by boosting Seychellois entrepreneurs' participation in the cruise value chain.

Four priorities structure the plan: port infrastructure modernisation, stronger environmental measures, improved data systems and development of local SMEs targeting cruiser-related services.

Sustainability and added value: the strategic repositioning

The strategy openly confronts the tension between volume and value. Rather than maximising the number of ships hosted, the Seychelles wants to attract high-spending, sustainability-conscious cruisers who spend more in the local economy. Regulation will be tightened to curb documented congestion and environmental pressure in the ports.

Validation took place in the presence of a senior government delegation including Tourism and Culture Minister Amanda Bernstein.

Why it matters

Cruise tourism is booming globally. By adopting a seven-year roadmap, the Seychelles anticipates the race for alternative destinations and positions itself to capture a growing share of a high-growth market — while protecting what makes it attractive: a pristine natural environment.
