In the first half of 2026, Mauritius has established itself as Africa's leading destination for international investors. Scoring 62.20 points on the Global Investment Risk and Resilience Index, the country outranks all its continental peers and holds a project pipeline worth MUR 649.7 billion.

523 projects and a record-breaking pipeline

The Board of Investment (BOI) registered 523 investment projects in H1 2026, totalling MUR 649.7 billion. Of this, MUR 138.8 billion has already been committed — a realisation rate of 21%. The remaining MUR 412 billion sits in long-term projects, reflecting sustained investor confidence in the island's trajectory.

Renewable energy commands a significant share of incoming capital: MUR 23 billion spread across 44 green projects. This positions Mauritius to attract ESG-conscious investors at a time when global capital flows increasingly favour sustainable assets.

A modernising institutional framework

The government has launched the BOAM (Business Obstacles Alert Mechanism), an operational tool to quickly identify and remove administrative barriers facing businesses. A new data protection regulation will also come into force in January 2027, aligning Mauritius with international digital governance standards.

An AI-powered smart farm pilot is scheduled for October 2026 — a clear signal of the island's drive to diversify beyond tourism and financial services.

61st globally, 1st in Africa

Mauritius ranks 61st worldwide on the 2026 Global Investment Risk and Resilience Index, with a resilience score of 50.87 out of 100 — the highest on the continent. BOI Chairman Sanjay Bhunjun highlighted this as evidence of the country's «resilience and progressive momentum» despite a turbulent global environment.

Why it matters

For Indian Ocean investors, Mauritius's top African ranking is not merely symbolic: it reflects a mature legal, fiscal and logistical infrastructure that international capital finds both legible and reliable. As Madagascar, Réunion and Seychelles each strengthen their own appeal, Mauritius's dominance remains a key regional reference — and a natural gateway for cross-border projects.
