Antananarivo, July 23, 2026. Launched with fanfare at the Ambohitsorohitra State Palace, the Fandroso national programme mobilises 200 billion ariary (approximately EUR 40 million) to support business creation and development across Madagascar. Designed to plug the financing gap that stifles Malagasy entrepreneurship, it operates through two complementary windows.
Tsiry and Tafita: two windows, one goal
The first window, Tsiry («momentum»), targets new entrepreneurs. It offers reduced-rate loans of up to 60 million ariary, paired with training and technical support. The second window, Tafita («progression»), targets established businesses seeking consolidation or expansion, with flexible financing that can exceed the 60-million-ariary ceiling depending on project scope.
Eligible sectors are deliberately broad: agriculture, livestock, fishing, trade, crafts, tourism, industry, services, digital technology and innovation. Applications can be filed at Paositra Malagasy (Madagascar Post) offices nationwide, or directly at Fandroso headquarters in Soanierana Ankadimbahoaka (Antananarivo). An online platform is being rolled out.
A large-scale «anti-unemployment» programme
The Malagasy state explicitly frames Fandroso as a tool against youth unemployment. In Madagascar, where micro-enterprises account for the bulk of informal employment, access to formal credit is the main barrier to formalisation and business upgrading. Fandroso aims to «stimulate investment, production and job creation» while fostering a structured entrepreneurial mindset.
Why it matters
In a context where Madagascar's central bank has just raised its key interest rate to curb inflation, access to subsidised loans via Fandroso takes on particular value. For regional investors — especially from Mauritius and Réunion — this programme creates a pipeline of structured, funded local partners. If repayment rates prove solid, Fandroso could become the model for a sustainable entrepreneurship development fund across the entire Indian Ocean region.
