[MADAGASCAR] Growth revised upward to 6% in 2026: oil, services and private investment lift the Big Island

Madagascar revises its 2026 growth forecast to 6%, up from an initial 4.8%. Oil, services and private investment are the drivers — but structural challenges remain.

Madagascar's Ministry of Economy and Finance has revised its 2026 growth forecast upward, from 4.8% to 6%. The revision is driven by an accelerating oil and gas sector, a recovery in services and stronger-than-expected private investment dynamics.

A significant upward revision

The initial 4.8% growth forecast embedded in the Finance Law has been adjusted to 6%, reflecting "stronger-than-expected economic dynamics" according to the ministry. This places Madagascar slightly below its 2024 outturn (6.1%) but above the 2025 provisional estimate (5%). The country is maintaining solid growth momentum in a regional and global environment marked by persistent uncertainty.

Identified growth drivers

Three sectors are identified as the main engines: first, the oil and gas sector, whose acceleration represents both an opportunity and a risk; second, services, benefiting from gradual domestic consumption growth and financial sector development; third, private investment, supported by infrastructure projects and rising interest from foreign operators — notably Egyptian investors who recently held a dedicated round-table on Madagascar investment opportunities.

Caveats not to overlook

Several economists flag the "optimistic" nature of the revision, which comes against a backdrop of low budget execution in H1 2026, persistent difficulties with the IMF-fuel arrangement and infrastructure project delays. The challenge for the government is to translate these favourable dynamics into concrete improvements in living standards in a country where more than 75% of the population lives below the poverty line.

Why it matters

A 6% growth rate in a country of 30 million people represents an enormous development lever — provided gains are distributed and the business environment consolidates. For regional investors, Madagascar remains one of the Indian Ocean's most promising frontiers: vast natural resources, a young market, available land. The upward revision strengthens the positive signal, but must not obscure the structural governance and infrastructure challenges that remain.
