Madagascar's Ministry of Economy and Finance and the Economic Development Board of Madagascar (EDBM) have launched the development of an SDG-oriented investment map, supported by the UN Resident Coordinator's office, IFC, UNDP and UNCDF.
A Tool to Direct Private Capital Toward the SDGs
Dubbed the SDG Investor Map, the tool aims to identify economic sectors that are both commercially viable and capable of making a measurable contribution to the Sustainable Development Goals — jobs, value creation, improved living standards. The goal is to shift investment logic beyond traditional extractive sectors toward impact business models.
A First Steering Committee
The inaugural steering committee session reviewed analyses and stakeholder consultations conducted to date, and issued recommendations to refine findings. The next phase involves deeper consultations before a final version of the map is published. The initiative brings together public sector actors, development partners and potential investors in a collaborative process unprecedented in Madagascar.
A Signal for Impact Investors
The SDG Investor Map fits into a broader African trend: several countries have already developed similar tools to structure dialogue with institutional investors, sovereign wealth funds and impact funds. For Madagascar — where IMF projections put growth at 3.8% in 2026 and 4.5% in 2027 — the map represents a repositioning tool on the sustainable investment stage.
Why It Matters
For impact funds, development finance institutions and large corporations seeking to deploy ESG strategies in sub-Saharan Africa, Madagascar's SDG Investor Map provides a concrete analytical framework. It complements recent positive signals — IMF validation, AfDB and AIIB support — that are converging to make Madagascar a responsible investment destination worth watching closely.
