The Asian Infrastructure Investment Bank (AIIB) annual summit, held in Doha, Qatar, has placed Madagascar at the center of a significant new financing sequence. The country presented its project dossiers seeking an expanded funding quota, with 353 million USD at stake for national infrastructure development.
Flagship project: Multimodal Transport and Logistics
Among the projects submitted to the AIIB, the "Madagascar Multimodal Transport and Logistics Project" stands out as an absolute priority. This programme aims to improve connectivity along transport corridors linking major cities and ports, reducing the logistical costs that weigh heavily on Madagascar's economic competitiveness. The estimated value exceeds 200 million USD, consistent with the bank's new strategic orientations published in late September 2026.
Alignment with PGE-R and Asian capital attraction
The Malagasy delegation highlighted the alignment of submitted projects with the Revised General State Policy (PGE-R), which places infrastructure at the core of the country's economic transformation. The AIIB, founded in 2016 by China and now counting 110 members, represents a growing lever for attracting Asian capital to the Indian Ocean region — a strategic positioning Madagascar is determined to consolidate.
Why it matters
Madagascar already benefits in 2026 from record financing from the World Bank (transport), the AfDB ($68 million, governance) and the EU (€212 million, Volobe hydroelectric). Adding an AIIB quota of $353 million represents an unprecedented cumulation of multilateral lenders in a single annual window. For decision-makers, this signals that the island is now perceived as a credible infrastructure investment destination — provided that governance and political stability keep pace.
