Réunion Island has just signed its Digital Industry Contract 2026-2028, backed by €5.4 million mobilised by public and private stakeholders. The stated goal: establish the island as the benchmark digital hub for the entire Indian Ocean region.

An unprecedented multi-party agreement

The document, signed in September 2026, brings together the Réunion Regional Council, the French State, telecoms operators, training bodies and local digital companies. It sets out a three-pillar roadmap: upskilling the active workforce, attracting tech companies to the island, and developing digital service exports to African and Indian Ocean markets. According to info.fr, tech jobs in Réunion are already on a clear upward trend in 2026.

Data and oceans as core specialities

The contract bets on two distinctive competitive advantages: the island's geographic position as a submarine-cable hub connecting Africa, Europe and Asia, and the emergence of a local industry in marine and satellite data management, driven by actors such as Ifremer and Réunion's university research labs. The ambition, as expressed at the signing, is to « take ownership of its data and its oceans ».

Training to meet demand

More than 75 digital vacancies were open in Réunion as early as February 2026 according to Indeed, a clear sign that demand outstrips local talent supply. The sector contract provides for accelerated certification programmes, bridges between initial training and business integration, and a scheme to attract tech profiles from mainland France and the African continent.

Why it matters

Réunion sits at the intersection of two structural trends: the accelerating digitalisation of Indian Ocean island economies, and the post-Covid geographic redistribution of tech competence centres. This sector contract gives the island an institutional and financial framework to seize that opportunity. The challenge now is turning ambition into durable jobs and sustainable tech companies.
