[TANZANIA / AFRICA] Economic Diplomacy: Tanzania Launches Offensive in London, Doha and Hanoi with $30 Billion Project Pipeline

Tanzania presents a 68-project pipeline ($30.1B) in London and signs a tax agreement with Qatar. A full-spectrum diplomatic offensive — Europe, Gulf, Asia — that repositions Dodoma as East Africa's must-watch investment hub.

Tanzania is doubling down on economic diplomacy this autumn. The Tanzania Investment Forum in London on 8 October, a double-taxation agreement with Qatar on 29 September, an Omani delegation in Dar es Salaam and a second joint commission with Vietnam: Dodoma is deploying an all-round diversification strategy to attract global capital.

The London Forum: A Showcase for a $30 Billion Pipeline

The Tanzania Investment Forum, organised by the Tanzanian High Commission and Invest Africa, brought together major British and European investment funds in London on 8 October 2026. Prime Minister Mwigulu Nchemba personally led the government delegation. The event is part of a series of road-shows held in September-October in Finland, Italy and the Netherlands, where Tanzania is presenting a pipeline of 68 projects worth $30.1 billion — spanning energy, mining, infrastructure, logistics, agro-industry, manufacturing, technology, finance and tourism.

This Western offensive extends to a strategic positioning on critical minerals: Tanzania recently held talks with the EU around its nickel, positioning itself as "an alternative, reliable trading partner" for materials essential to Europe's energy transition.

The Gulf and Asia in Tanzania's Strategy

Alongside the European axis, Dodoma is deepening Gulf ties. On 29 September, Tanzania and Qatar signed a double-taxation agreement — a technically decisive step for securing Qatari investment flows. Simultaneously, an Omani delegation visited Dar es Salaam. On the Asian front, the second Vietnam-Tanzania Joint Commission launched concrete cooperation in agriculture, agro-processing, mining and the marine economy. Vietnam describes Tanzania as "a bridge into East Africa."

A Deliberate Multipolarity Strategy

Tanzania openly states its intention to "diversify its partnerships and investment sources." This multipolarity — Europe, Gulf, Asia, Africa — reduces dependence on any single bloc and opens negotiating leverage. On the intra-African front, Tanzania is reinforcing its trade routes toward Burundi and Central Africa through its export supply chains — cashew nuts, cotton, timber, minerals — while developing local processing of coffee and nickel.

Why It Matters

With 68 projects worth $30.1 billion presented to European investors, and tax agreements with Qatar securing Gulf capital, Tanzania is building a coherent diplomatic-financial architecture. For East Africa and the Indian Ocean, this rising power is reshuffling regional balances and creating opportunities for businesses wanting a foothold in this emerging hub. The fact that Tanzania now links London, Doha, Hanoi and Nairobi in a single coherent strategy is a diversification lesson other African economies would do well to study.
