The Choose Outre-Mer summit, France's annual gathering of private investors and public decision-makers around French overseas territories, has delivered significant announcements for Mayotte. The archipelago, in the midst of reconstruction, has secured €12 million across several investment projects, in a national context where total projects identified for all French overseas territories reach €6 billion.
€12 million across several sectors
Projects retained for Mayotte cover several structural sectors: energy, waste management, drinking water and digital infrastructure. These funds are part of the national Choose Outre-Mer dynamic, which aims to mobilise private and public capital to accelerate economic development in overseas territories.
A context of accelerated reconstruction
Mayotte is going through an intensive reconstruction phase. The government had announced €674 million for Mayotte's reconstruction in 2026. The €12 million from Choose Outre-Mer adds to this public envelope as private leverage.
€6 billion for overseas territories: a strong signal
At the national level, Choose Outre-Mer identified nearly €6 billion in investment projects for all French overseas territories, with the launch of a dedicated impact fund (Outre-Mer One). This unprecedented mechanism aims to direct private capital towards impact projects — essential infrastructure, renewables, housing, digital — in zones where conventional returns are harder to achieve.
Why this matters
For Mayotte, these €12 million represent an attractiveness signal in challenging times. More broadly, the Choose Outre-Mer approach illustrates a hybrid public-private financing model that could inspire other Indian Ocean territories, including the Comoros and Madagascar, facing similar challenges of mobilising capital for essential infrastructure.
