The EDB of Mauritius has adopted an unprecedented action plan: 200 actions across 28 priority initiatives, a foreign direct investment (FDI) target of Rs 38-40 billion, and a private sector investment goal of Rs 125 billion for 2026-2027. The ambition is clear: push Mauritius into the top ten of the World Bank B-Ready ranking.
An accelerating investment pipeline
At its latest board meeting, the EDB reviewed 20 investment projects with a combined potential of Rs 29.6 billion. Five of them, worth Rs 13.7 billion, were immediately unlocked for rapid implementation. The remaining fifteen — representing Rs 15.9 billion — are receiving active EDB support to secure the necessary permits and authorisations. The overall export target is set beyond Rs 495 billion in goods and services combined.
28 priorities across four pillars
The plan is built around four structural axes: improving the business climate, accelerating digital transformation, strengthening ESG practices, and creating a more predictable regulatory framework for investors. These 28 priorities translate into more than 200 concrete actions covering the entire investment lifecycle.
Why it matters
Mauritius is in a race against regional competitors like Rwanda and the UAE. With Rs 40 billion in FDI as a floor target, the island aims to demonstrate that its model — competitive taxation, institutional stability, and a services-driven economy — remains a reference for international capital seeking a gateway into sub-Saharan Africa and the Indian Ocean. A Top 10 B-Ready position would send a powerful signal to multinationals and institutional funds.
