Mauritius's Cabinet of Ministers held its session on 2 October 2026 with a packed agenda: institutional reforms, international cooperation and early directions for Vision 2050 were all on the table, against a backdrop of confirmed economic slowdown at 3% growth this year.

AGOA extended: a lifeline for Mauritian exporters

Good news for the island's exporters: the United States has confirmed the extension of the AGOA (African Growth and Opportunity Act) until December 2028. This preferential access to the US market is crucial for Mauritius's textile, sugar and manufactured goods sectors. Mauritius is also exploring a specific bilateral trade agreement with Washington to secure its position beyond 2028.

Digital reform: a stronger Data Protection Act

The government is preparing amendments to the Data Protection Act of 2017, aiming to strengthen the Data Protection Commissioner's powers and introduce administrative fines. A necessary modernisation as Mauritius aspires to become an African digital hub — failing which its attractiveness for tech companies risks eroding against European GDPR standards and growing international investor requirements.

Vision 2050: twelve regional forums to build tomorrow's Mauritius

The government confirmed the calendar for national consultations around Vision 2050, with twelve regional forums planned through April 2026. Preliminary results are expected mid-2026. This participatory process, involving all of civil society, aims to define the country's strategic direction for the next 25 years: education, energy, economic competitiveness and governance.

Why it matters

Mauritius enters the last quarter of 2026 with growth slowing to 3% and a fragile economic dynamic, despite upward national accounts revisions. Cabinet decisions trace three clear axes: securing commercial outlets (AGOA), modernising the digital regulatory framework, and anticipating the long term via Vision 2050. Positive signals for investors, though execution remains the real challenge.
