**Tanzania has announced the creation of the Tanzania Venture Capital Fund (TVCF), a $50 million venture capital fund structured as a fund of funds. The initiative, government-backed and coordinated by the Tanzania Startup Association (TSA) with the capital markets regulator (CMSA), aims to close the country's structural funding gap in the African startup landscape.**

## A fund of funds to close the gap

The fund-of-funds model will see the TVCF invest in local fund managers, which will in turn finance Tanzanian startups and SMEs. The stated goal is to mobilise around $180 million in assets under management over time, by attracting private and international capital around a government anchor structure.

The Tanzania Startup Association estimates that 3.5 million Tanzanian startups and SMEs have financing needs of between $50,000 and $1 million each — a segment virtually absent from the local venture capital ecosystem today.

## An ecosystem that still lags behind

Despite its 67 million inhabitants and sustained economic growth, Tanzania lags well behind Kenya, Nigeria, South Africa and Egypt in startup financing. Since 2019, around $310 million in venture and private capital has been raised in the country — less than 1% of total African flows over the same period.

Tanzania briefly ranked among Africa's top four funding destinations in Q3 2024 with $43 million raised, before slipping back. In H1 2026, Tanzanian startups secured $52 million across the full first half, according to Africa: The Big Deal.

## Concerns voiced by ecosystem players

Several observers temper the enthusiasm. Magdi Amin (African Renaissance Ventures) warns that a single fund of modest size can limit long-term growth. Kiko Kiwanga (Tanzania Innovation Hub Network) highlights a deeper structural risk: a thin pipeline of investment-ready startups could divert capital toward more mature markets.

These warnings are a reminder that funding alone is insufficient: it must be accompanied by capacity-building, market access improvements and regulatory simplification.

## Why this matters

The TVCF is a strong political signal: Tanzania intends to join the leading African digital economies. For Indian Ocean and East African investors, this fund creates a new entry point into a 67-million-consumer market. Its success will depend on the quality of managers selected and the pace at which the local ecosystem builds capacity.
