**Since 1 July 2026, all development projects financed by the Tanzanian state must be registered and tracked on a mandatory digital platform called e-Delivery.** A low-profile but structurally significant reform, it directly links project progress to fund disbursements — and could become a template for other African economies.

## Real-time oversight of public spending

The e-Delivery platform, overseen by Tanzania's National Planning Commission (NPC), requires all ministries, government agencies, regional authorities and local governments to update project progress in real time. Every stage — from planning through to final evaluation — must be documented on the system.

NPC Director of Implementation Salome Kingdom spelled out the mechanism: "When the government wishes to release funds, we will conduct verifications based on implementation progress and project information." The message is unambiguous: no progress recorded on e-Delivery, no disbursement.

## A reform at the heart of Vision 2050

The initiative is part of Tanzania's broader digital transformation strategy, which already includes the Tanzania Digital Portal and a maritime single-window system at Dar es Salaam Port. It also responds to World Bank recommendations — the institution published a report in May 2026 highlighting Tanzania's progress in digitising public procurement.

Training sessions have been organised for planning, monitoring-evaluation and IT officials across concerned administrations to ensure a swift roll-out of the system.

## A credibility signal to investors

Beyond the technical dimension, e-Delivery sends a clear message to development partners and private investors: Tanzania is committed to making its public investments traceable and verifiable. In a context of declining international aid — Tanzania's budget rose by **10%** for FY2026 to offset falling external contributions — transparency in the use of public funds is becoming an essential credibility lever.

## Why it matters

Digitising public project monitoring is one of the least visible but most structurally impactful reforms for African growth. In Tanzania, where the public sector finances a significant share of infrastructure, linking disbursements to real construction progress could substantially reduce delays and mismanagement losses. If e-Delivery delivers on its promise, it could become a reference model for other EAC members — including Kenya and Rwanda — seeking to modernise their public investment management.
