The Seychelles has significant untapped economic potential. That is the central finding of the *2026 Seychelles Country Growth and Jobs Report*, published on **17 September 2026** by the World Bank. According to the analysis, targeted structural reforms could raise the archipelago's GDP by **13% by 2040**, while creating **2,900 new jobs** and improving the quality of **7,600 existing positions**.

### Three transformation levers

The report identifies three priority areas to unlock this potential:

- **Modernising labour and business regulation**: reduce barriers to entry for firms, simplify procedures and make the business environment more competitive.
- **Strengthening education and skills**: a better-trained workforce — particularly young people — is identified as the main missing productivity factor.
- **Promoting innovation and digital transformation**: insufficient digital adoption is highlighted as a structural brake on economic diversification.

### The challenges of a high-income paradise

With Africa's highest GDP per capita, the Seychelles paradoxically faces the specific challenges of a mature economy: an **ageing population, skilled labour shortages, high costs and geographic isolation**. These factors constrain growth and explain why the IMF projects only **1% real GDP growth** for 2026 — a figure that sits well below the archipelago's ambitions.

If real wages rose by **8%** through the recommended reforms, it would reignite domestic consumption and investment dynamics across the island chain.

### Why it matters

The Seychelles embodies a question the entire Indian Ocean region will eventually have to confront: **how do you grow sustainably when you are already wealthy?** The World Bank report offers a concrete, actionable roadmap. In an archipelago betting on the blue economy, premium tourism and financial services, these reforms could reposition the Seychelles as a development model for small island states — and attract a new wave of high-value investment.
