**With Africa's highest GDP per capita ($17,670 in April 2026), a BB rating from Fitch, enhanced OECD compliance, and one of the region's first virtual asset licensing frameworks, Seychelles is asserting itself in 2026 as the Indian Ocean's leading financial hub.**

## Africa's highest GDP per capita

In April 2026, Seychelles' GDP per capita stood at $17,670 — the highest in Africa — with a national GDP of $2.32 billion. This per-capita wealth places the archipelago in a distinct category on the continent, comparable to emerging economies in Southeast Asia. The BB rating from Fitch Ratings reflects financial stability recognised by international markets. The archipelago operates with no foreign exchange controls — a decisive advantage for international operations.

## OECD compliance: a decisive competitive advantage

Seychelles recently achieved "Largely Compliant" status from the OECD's Global Forum on Tax Transparency and was removed from the European Union's list of non-cooperative jurisdictions. For international investors and companies seeking a regional base, this certification opens doors that few African financial centres can offer. Company incorporation takes as little as 24 hours.

## Virtual assets: pioneering regulation in the region

Seychelles has adopted the Virtual Asset Service Providers Act (VASP Act), one of the first dedicated crypto-asset regulatory frameworks in the Indian Ocean region. The legislation is attracting fintech operators and exchanges seeking a regulated, transparent environment with no foreign exchange controls — a rare combination in the region.

## Blue economy: 1.3 million km² and 20% of global tuna production

Seychelles' blue economy rests on an Exclusive Economic Zone of over 1.3 million square kilometres. Victoria Port handles approximately 80% of the region's tuna catch — roughly 20% of global production. The government is offering tax incentives for onshore fish processing. Tourism is also booming: arrivals jumped 13% in 2025, driven by Gulf, African and Asian markets.

## Why it matters

Seychelles is no longer just a premium tourist destination — it is becoming a structural hub for finance, tech, and maritime economy across the Indian Ocean. For regional businesses in Mauritius, Réunion, and Madagascar, understanding the Seychellois positioning has become essential: it is both a direct competitor and a potential partner in the region's evolving financial architecture.
