**Seychelles confirms its position as the Indian Ocean's economic benchmark. With a GDP per capita of $17,670 — the highest on the African continent — an ambitious blue economy plan and a growth-oriented 2026-2027 budget, the archipelago charts an original course between maritime sovereignty, financial innovation and quality tourism.**

## $17,670 per capita — Africa's record

In April 2026, Seychelles' GDP per capita stands at $17,670, cementing its place as Africa's top-ranked economy on this indicator. Total GDP reaches $2.32 billion. The IMF projects 3.4% growth for 2027\. Fitch's BB rating and the complete absence of foreign exchange controls make the archipelago one of the region's most attractive destinations for investors.

## A world-class blue economy

Seychelles' exclusive economic zone (EEZ) spans over 1.3 million square kilometres — a formidable asset. The archipelago produces approximately 20% of global tuna output, and Mahé's port handles 80% of the Indian Ocean region's tuna catch. Pioneers with their 2019 sovereign blue bond, Seychelles continues to structure a climate financing model anchored in its maritime economy.

## International compliance and crypto: a strategic repositioning

Seychelles achieved 'largely compliant' status with the OECD Global Forum and was removed from the EU's list of non-cooperative tax jurisdictions — strong signals for financial players. The archipelago adopted one of the region's first virtual asset licensing regimes (Virtual Asset Service Providers Act), positioning Mahé as a crypto regulation pioneer in the Indian Ocean.

## Tourism: quality growth of 13%

Seychelles tourism grew 13% in 2025, under a strategy firmly oriented towards 'high value and low impact'. The 2026-2027 plan includes port expansion and the renovation of Mahé airport to strengthen regional and international connectivity.

## Why it matters

Seychelles demonstrates that a small island state can build a high-value economy by combining maritime sovereignty, financial diversification and quality positioning in tourism. Their model is a reference for other Indian Ocean archipelagos. The ability to attract investment in FinTech and the blue economy while preserving the environment is a rare — and precious — balance.
