With a GDP per capita of $17,670 in April 2026 — the highest in Africa — and a Fitch BB rating maintained, the Seychelles confirm their status as the Indian Ocean's benchmark island economy. For 2026-2027, the archipelago is simultaneously accelerating on three fronts: financial services, premium tourism and the blue economy. A triptych that redefines the ambitions of 28 inhabited islands.

## Finance: international credibility restored

The OECD « Largely Compliant » upgrade and removal from the EU list of non-cooperative jurisdictions represent two major diplomatic wins for the Seychelles financial centre. The Virtual Asset Service Providers (VASP) licensing regime positions the Seychelles as a regulated hub for digital assets — a strategic niche in Africa. Company incorporations are now possible within 24 hours, strengthening attractiveness for institutional investors.

## Tourism and infrastructure: major projects accelerate

Tourism registered a 13% increase in arrivals in 2025, driven by new air routes and the expansion of ocean-based tourism. Tenders have been launched for the extension of Victoria Port and the renovation of the international airport. The man-made Eden Island (Vijay Construction project) is under development. These infrastructure investments are critical to absorbing the upscaling of the tourism offer, which now targets premium clientele.

In parallel, the Seychelles hosted the FIFA Beach Soccer World Cup in 2025 — an event that amplified their international visibility well beyond the Indian Ocean basin.

## Blue economy: 20% of global tuna production

The Seychelles Exclusive Economic Zone spans more than 1.3 million km², and the archipelago handles approximately 80% of regional tuna catches, representing around 20% of global tuna production. The sovereign blue bond issued in 2019 — the world's first — remains a model for marine conservation financing. For 2026-2027, the priority is to strengthen fisheries governance and develop high-value-added marine activities: aquaculture, marine biotechnology, premium diving tourism.

## Why it matters

The Seychelles demonstrate that a micro island economy can reach prosperity levels comparable to advanced emerging markets — provided it masters its strategic niches. For policymakers across other Indian Ocean islands, the Seychelles model offers a blueprint: financial diversification, tourism premiumisation, monetisation of maritime space. The question is no longer whether it is possible, but how to adapt it to different contexts.
