**Seychelles is reinventing itself. While the 115,000-inhabitant archipelago already boasts Africa's highest GDP per capita at $17,670, the World Bank and CNBC Africa note at the start of this 2026 academic year that the country is embarking on a new phase of acceleration across three fronts: finance, infrastructure and blue economy. An ambitious trajectory for a state that is increasingly viewed as a model for the entire Indian Ocean region.**

## World Bank Highlights the Growth Levers

In a report published in March 2026, the World Bank identifies "smart, resilient investments" as the key to inclusive growth in Seychelles. The publication titled *"Smart, Resilient Investments Key to Jobs and Growth in Seychelles"* emphasises the need to diversify revenue sources beyond tourism — which still accounts for over 60% of GDP — to build an economy more resilient to external shocks.

Key recommendations focus on strengthening the offshore financial sector, developing digital infrastructure, and sustainably harnessing the marine resources of the archipelago's Exclusive Economic Zone (EEZ), which covers 1.37 million square kilometres — one of Africa's largest relative to its land area.

## Blue Economy: A Strategic Priority Reaffirmed with the African Union

At the regional level, the Seychelles reaffirmed its commitment to the blue economy in its latest positioning alongside the African Union, according to Capmad. The archipelago advocates for more integrated maritime governance across the continent, positioning its EEZ as a laboratory for the sustainable management of marine resources — fisheries, marine biotechnologies, offshore energy.

CNBC Africa's special 2026-2027 feature notes that Seychelles is accelerating simultaneously across three axes: the consolidation of its financial hub (offshore banking, sovereign funds, fintech), the modernisation of its port and airport infrastructure, and the responsible monetisation of its natural marine capital.

## A Model Closely Watched Across the Region

For Madagascar, the Comoros and even Réunion, the "Seychelles model" is now a reference point. How can a small island state transform its geographical constraints — isolation, limited land area, import dependency — into competitive advantages? Seychelles' answer comes down to three words: specialisation, sustainability and the attraction of foreign capital through an attractive fiscal and regulatory framework.

In 2026, the country received its first international financial rating confirming its macroeconomic solidity, paving the way for bond issuances on international markets to fund major infrastructure projects.

## Why It Matters

The Seychelles example demonstrates that a small Indian Ocean state can define an ambitious growth trajectory and sustain it. For regional investors, this is an invitation to look beyond the major economies: the archipelago offers genuine opportunities in offshore finance, premium tourism and the blue economy — three sectors where global demand is rising strongly.
