With a GDP per capita of $17,670 in 2026 — Africa's highest — Seychelles projects ambitions that far exceed its micro-state status. In a 2026 report by CNBC Africa, the archipelago outlines an acceleration strategy built around three pillars: financial services, physical infrastructure and the blue economy. A combination that could define the reference model for island development across the Indian Ocean.

## A Increasingly Credible Financial Hub

Seychelles has solidified its positioning as a regional offshore financial centre. The archipelago has achieved «Largely Compliant» status with the OECD Global Forum on Tax Transparency and has been removed from the European Union's tax blacklist. These advances, combined with a Virtual Asset Service Provider (VASP) licensing regime and the ability to incorporate a company in 24 hours, reinforce Victoria's appeal as an alternative to centres such as Singapore or Dubai for investors seeking operational efficiency in the Southern Hemisphere.

A BB credit rating (Fitch Ratings) and near-zero inflation — among Africa's lowest — complete a broadly reassuring macroeconomic picture. The IMF projects 3.4% real growth for 2027, after a slight deceleration due to external tourism shocks in 2026.

## Infrastructure: Port, Airport and Eden Island

Seychelles' infrastructure pipeline is ambitious. The expansion of Victoria Port, the sub-region's main logistics hub, is underway with support from the Vijay Construction group. The redevelopment of Mahé International Airport aims to double capacity and open new routes, notably to the Gulf, Asia and continental Africa. The Eden Island project — land reclamation and high-end real estate development — is attracting international investors seeking assets in a stable jurisdiction.

## The Blue Economy: 20% of Global Tuna

Seychelles' Exclusive Economic Zone spans 1.3 million square kilometres — one of the largest in the world relative to its land area. Victoria Port handles 80% of regional tuna catches, and Seychelles produces approximately 20% of global tuna. The strategic partnership with Thai Union Group positions the archipelago as an indispensable player in the global seafood value chain. Blue bonds, first issued in 2018, remain a global reference for ocean-linked sustainable finance.

## Why This Matters

Seychelles is not merely a luxury tourism destination: it is building a multidimensional island development model — financial services, strategic infrastructure, sustainable marine resource management — that could serve as a benchmark for other small island states in the Indian Ocean. For regional investors, it is a limited-size market but one with strong institutional solidity, a stable currency and a coherent long-term strategic vision.
