**The Seychelles have secured their fuel supply for the next seven years.** The Seychellois Cabinet approved, on 12 August 2026, a seven-year Fuel Supply Agreement between the Seychelles Petroleum Company (SEYPEC) and TotalEnergies Trading SA (TOTSA), including a Payment Extension Facility. The deal is considered a strategic milestone for the archipelago's energy security.

## A contract with two objectives

The agreement with TotalEnergies Trading SA serves two complementary goals. First, it guarantees a continuous and reliable supply of petroleum products across Seychellois territory — a vital concern for an island nation entirely dependent on hydrocarbon imports. Second, it strengthens SEYPEC's liquidity and working capital through the built-in Payment Extension Facility, easing short-term financial pressure on the state-owned company.

## SEYPEC: the backbone of energy sovereignty

SEYPEC is the sole national operator for fuel imports, storage, and distribution in Seychelles. By securing a long-term partnership with a global player of TotalEnergies' scale — present in over 130 countries — the Seychellois government significantly reduces its exposure to supply disruptions and short-term market volatility.

The decision was made during the Cabinet Meeting of Wednesday, 12 August 2026, according to the official communiqué from State House Seychelles. It aligns with the island nation's broader financial resilience policy, as Seychelles holds the highest GDP per capita in sub-Saharan Africa (approximately USD 17,670 in 2025).

## Why it matters

For Seychelles, dependence on fuel imports represents a systemic risk: maritime transport, electricity generation, industrial fishing, and tourism — all the engines of the national economy — depend on it directly. A seven-year agreement with a world-class operator is a rare guarantee of stability in today's volatile energy markets. The Payment Extension Facility also provides SEYPEC with financial flexibility to better plan medium-term investments, including in the energy transition the government has placed at the heart of its 2030 roadmap.
