Seychelles is asserting itself as Africa's top economy by GDP per capita. According to the International Monetary Fund, this figure reached **$17,670** in April 2026 — the highest on the continent. With an overall GDP estimated at $2.32 billion in 2025 and near-zero inflation, the archipelago is sending strong signals to investors.

## A model of economic resilience

A BB credit rating from Fitch Ratings and an upgrade to « Largely Compliant » status by the OECD reflect a deep structural transformation in Seychelles' financial governance. The archipelago has also been removed from the European Union's list of non-cooperative tax jurisdictions — a key step in its appeal to global investors.

The Finance Minister emphasised Seychelles' commitment to « accelerating investment climate reforms » in the face of global uncertainty. Meanwhile, the central bank maintained an accommodative monetary policy without triggering inflation — a rare achievement in the region.

## Tourism and the blue economy: twin engines

Seychelles tourism posted **+13%** growth in arrivals in 2025, with emerging new markets in the Persian Gulf, Africa, and South-East Asia. Hotels are upgrading their offerings to move upmarket, in line with the national strategy for sustainable luxury tourism prioritising high economic value and low environmental impact.

On the maritime front, Seychelles controls an Exclusive Economic Zone of **1.3 million km²** and accounts for approximately 20% of global tuna production. The port of Victoria handles around 80% of regional tuna catches in the Indian Ocean.

## Financial regulation and digital assets

Consistent with its regional financial hub strategy, Seychelles has adopted a Virtual Asset Service Providers (VASP) Act — one of the first in the region to regulate crypto-assets. Company incorporation is possible within 24 hours, and no foreign exchange controls are in place.

## Why it matters

The Seychelles model demonstrates that a small island economy can reach prosperity levels comparable to advanced emerging markets — provided it consistently pulls multiple levers: transparent governance, a blue economy, and diversification into high-end finance and tourism. In an Indian Ocean competing for capital, Seychelles is charting a path its neighbours are watching closely.
