**With a GDP per capita of $17,670 in 2026 — the highest in Africa according to the IMF — and 13% tourism growth in 2025, Seychelles is entering a new phase of economic development. The government is deploying an ambitious 2026-2027 strategy built around the blue economy, a financial hub ambition, and infrastructure modernisation.**

## An archipelago with exceptional fundamentals

With a GDP of $2.32 billion in 2025 and a BB credit rating from Fitch Ratings, Seychelles presents solid fundamentals for an island state of 100,000 people. The International Monetary Fund projects 3.4% growth for 2027\. Inflation remains close to zero — among the lowest in Africa — and the archipelago operates without foreign exchange controls, a major draw for foreign capital. It is no surprise that the World Economic Forum and various rating agencies regularly cite Seychelles among the most competitive business environments on the continent.

## Blue economy: from tuna to strategic maritime positioning

Seychelles' Exclusive Economic Zone spans over 1.3 million square kilometres, one of the largest in Africa. The archipelago operates in the world's second-largest tuna-producing basin, representing roughly 20% of global tuna production. Its port processes about 80% of the Indian Ocean region's tuna catch, largely through the joint venture between the government and Thai Union Group. The government now aims to develop local fish processing to capture a greater share of the value chain. At the same time, Port Victoria is to be put out to tender for expansion, and the international airport is undergoing redevelopment — two structural projects that will shape the archipelago's logistical competitiveness.

## Financial hub and strengthened crypto regulation

Seychelles has recently been removed from the European Union's list of non-cooperative tax jurisdictions, and the OECD upgraded its rating to "Largely Compliant." A new Virtual Asset Service Providers (VASP) Act now places crypto exchanges, custodians and token issuers under FSA licensing. A company can be incorporated in as little as 24 hours. These reforms are strengthening Victoria's appeal as a regional financial centre, in direct competition with Mauritius.

## Why it matters

For decision-makers and investors across the Indian Ocean, Seychelles is playing an increasingly significant role as a regional financial hub, at the crossroads of Asia, Africa and the Middle East. Its rapid regulatory alignment, port expansion, and blue economy strategy outline a model that other island states in the region are watching closely. The stakes are high: converting tourism and fisheries revenue into lasting economic diversification before climate change undermines the foundations of this prosperity.
