Seychelles has unveiled an ambitious roadmap for cruise tourism. The **National Cruise Tourism Strategy 2026-2033** has just been validated and officially handed over to Seychellois authorities, following two years of analytical and consultative work. It mobilizes an indicative investment framework of **SCR 2.32 billion** over seven years.

## An Imbalance to Fix: Spending That Doesn't Stay Local

The strategy starts with a frank diagnosis: too little of what cruise passengers spend actually stays in the local economy. Passengers disembark, mostly consume on board, and leave without sufficiently benefiting local shops, artisans, and service providers. The strategy aims to correct this leakage by improving the integration of local businesses into the cruise value chain.

## Four Priority Areas

The document identifies four major pillars: first, **improved port infrastructure** to accommodate larger and more frequent vessels. Second, **strengthened environmental protections** — essential to preserving the high-end, sustainable image of the destination. Third, better **data collection systems** to guide tourism policy on a solid evidence base. Finally, **greater participation by local businesses** in the value chain.

## Sustainability as a Competitive Edge

In cruise tourism, Seychelles deliberately distinguishes itself from high-volume destinations like the Caribbean or Mediterranean. The chosen approach is **quality over quantity**, with reinforced environmental safeguards to avoid pitfalls seen elsewhere — overcrowding of sites, reef degradation, and pressure on local infrastructure.

## Why It Matters

With a GDP per capita of $17,670 — the highest in sub-Saharan Africa — Seychelles plays in a league of its own. Cruise tourism represents an additional growth lever, provided it is carefully managed. This seven-year strategy sends a strong signal to international shipping companies and investors: this is a serious, predictable, sustainability-committed destination. That is exactly the positioning premium cruise lines need before committing to regular port calls.
