The Seychelles Cabinet session of July 17-22, 2026 produced a particularly dense set of economic decisions, touching foreign exchange regulation, fuel prices, consumer protection, pension governance and agriculture — reforms that paint a picture of an archipelago in deep transformation.

## Foreign Exchange Framework Liberalised

The Cabinet modernised the Foreign Exchange Act of 2009 by extending 'authorised dealer' status to Credit Unions and licensed Payment Service Providers, and clarifying rules on foreign currency use in domestic transactions. The goal: to ease a framework seen as overly rigid for the archipelago's financial diversification ambitions.

## Gradual End to Fuel Price Subsidies

An Accelerated Recovery Framework was approved to exit the emergency fuel price support regime. The mechanism provides for a progressive restoration of domestic gasoil and mogas prices, starting with a first increase of approximately SCR 2 per litre, alongside targeted assistance for vulnerable users. A painful but necessary adjustment in a constrained fiscal environment.

## Pension Supervision and Consumer Protection

The Financial Services Authority (FSA) is designated unified supervisor of both public and private pension schemes, within a 'risk-based supervisory framework that strengthens governance, transparency and financial stability'. The Fair Trading Commission's Strategic Plan was also approved, aimed at strengthening consumer protection and promoting fair competition.

## Two New Agriculture Agencies

Two new bodies were established: the Seychelles Agriculture Development Agency, to support local farmers, and the Biosecurity Agency, mandated to protect the archipelago from 'pests, diseases and invasive alien species', reinforcing food security. A decision that reflects the Seychelles' drive to reduce dependence on food imports.

## Why It Matters

In a single week, the Seychelles Cabinet touched five structural economic sectors. This decision density reflects the pressure facing a small island state seeking to modernise its institutions while managing real fiscal constraints. For regional investors, the foreign exchange and pension supervision reforms send a clear signal: the Seychelles intends to strengthen its regulatory credibility as a serious Indian Ocean financial destination.
