ExxonMobil and its Area 4 co-venturers announced on August 18, 2026 the award of **$1.1 billion** in pre-investment contracts for the Rovuma LNG project in Mozambique's Cabo Delgado province. This announcement marks a decisive step toward the Final Investment Decision (FID) for what will become one of Africa's largest liquefied natural gas projects.

## A Project Targeting 18.6 Million Tonnes Per Year

The Rovuma LNG project targets an annual production capacity of **18.6 million tonnes of LNG**, which would rank it among Africa's largest LNG export terminals. The awarded contracts cover manufacturing of subsea production systems, large-bore production valves, and offshore steel pipelines.

The Area 4 co-venturers include Mozambique's Empresa Nacional de Hidrocarbonetos (ENH), China National Petroleum Corp (CNPC), Eni (Italy), Korea Gas Corp (KOGAS), and ExxonMobil's XRG subsidiary. Key contractors include OneSubsea, Advanced Technology Valve, Corinth Pipeworks, Sumitomo Corporation, and Zhejiang Jiuli Hi-Tech Metals.

## A Restart After Five Years of Force Majeure

ExxonMobil declared force majeure on the project in 2021 due to jihadist violence that swept through Cabo Delgado province. The lifting of that measure in late 2025, following a gradual improvement in the security situation, paved the way for a resumption of work. The award of these pre-FID contracts — which allow long-lead equipment to be ordered ahead of the final decision — signals restored confidence among international partners in the region's stability.

For Mozambique, the project promises sustained gas export revenues: estimates project several billion dollars in annual exports once production begins, in a country where GDP per capita remains below $600.

## Why It Matters

East and southern Africa hold some of the world's largest untapped gas reserves, but monetization has long been hampered by instability and financing gaps. Rovuma LNG's progress sends a strong signal: major international oil companies are ready to re-engage with the continent. For neighboring Indian Ocean nations — Madagascar, the Comoros, the Seychelles — this development reinforces the potential of a blue economy extended to offshore energy.
