Mayotte's reconstruction is producing its first measurable results: the island's imports have surged by 26%, crossing the record threshold of €300 million, driven by massive demand for construction materials, equipment and vehicles. At the same time, major development projects are taking shape.

## An Import Boom Fuelled by Reconstruction

The Mahorais economy is running at full throttle on the reconstruction front. Imports have risen by nearly 26%, reaching a record level of over €300 million. Inflation remains contained at an average of 1.3% despite this demand surge, thanks to public aid and compensation payments feeding household consumption. The building and civil works, trade and services sectors are the main beneficiaries of this cycle.

## Structural Projects Moving Forward

On 3 September 2026, the CADEMA (Dembéni-Mamoudzou Agglomeration Community) and EPRD (Public Renovation and Development Authority) reviewed the territory's development projects. Among the flagship operations:

- **Dembéni**: a complex of 2,400 housing units with the schools needed for future residents;
- **ZAC de Doujani (Mamoudzou)**: 900 homes planned, second phase underway;
- **Tsararano**: 166 homes under construction;
- **Ironi Bé Economic Activity Zone**: 12 hectares for agri-food, light industry and crafts, with works scheduled to start by end of 2027.

## Billions Earmarked Through 2031

The programming law adopted for Mayotte plans "several billion euros by 2031" to modernise infrastructure. The government committed €674 million for 2026 alone, according to the Overseas Minister. This multi-year financial framework is designed to give construction firms and investors long-term visibility.

## Why It Matters

Mayotte's reconstruction is the largest development project a French territory has undertaken in decades. The combination of record domestic demand, major housing developments and the Ironi Bé Economic Activity Zone signals a deeply transforming economy. For businesses across the region — Réunion, Mauritius, Madagascar — Mayotte represents a concrete market of opportunities, provided they position themselves now, before mainland French competition entrenches itself.
