Mauritius has officially launched its National Fintech Strategy 2026-2030, a plan built around six pillars to position the island as the reference platform for African digital finance. More than 200 sector representatives attended the launch, alongside the Financial Services Commission (FSC) and the Bank of Mauritius.

## A strong market signal

The Minister of Financial Services stated the ambition plainly: to make Mauritius "Africa's trusted platform for digital finance." To underline this positioning, the FSC and the Bank of Mauritius signed an unprecedented collaboration agreement at the launch, marking rare coordination between the markets regulator and the central bank.

This institutional signal comes as Mauritius seeks to consolidate its status as a regional financial centre against growing competition from Kigali, Nairobi and Abidjan — cities all investing heavily in their fintech ecosystems.

## Six pillars to structure the transformation

The strategy rests on six complementary axes: a more agile regulatory framework, strengthened payment infrastructure and cybersecurity, digital skills development, support for local fintech start-ups through dedicated investment mechanisms, international cooperation, and financial inclusion with enhanced consumer protection.

The approach is deliberately aligned with the National Artificial Intelligence Strategy and the FAIR AI guidelines, signalling an ambition for an integrated digital ecosystem rather than an isolated sectoral approach.

## A fiscal context that complicates the equation

The strategy's launch coincides with real tensions in the business environment. MCCI Secretary General Drishtysing Ramdenee called for "clarity in terms of regulation, taxation and the business environment to restore investor confidence." The private sector points to effective tax rates of 39 to 40%, including mandatory CSR, against a nominal rate of 15%.

Inflation reached 3.7% in June 2026 year-on-year (4.1% over 12 months), with a projection of 6.4% by year-end under the IMF's base scenario. Expected growth remains cautious at 2.8% for 2026 — below the island's historical potential.

## Why it matters

The fintech strategy arrives at a pivotal moment: Mauritius must simultaneously manage rising fiscal pressure, maintain its competitiveness as a regional financial centre and seize the opportunity window opened by the rise of digital finance in Africa. The 2026-2030 roadmap is the institutional response to this triple equation — but its success will depend on the government's ability to align strategic ambition with regulatory reality. The 200 stakeholders who attended the launch are waiting for action.
