A strategic pivot for Mauritius. At the 46th Ordinary SADC Summit held in Durban on 17–18 August 2026, Prime Minister Navin Ramgoolam announced the creation of a **Carrier-Neutral Green Centre** — a carrier-agnostic digital infrastructure built around environmental sustainability. The announcement reflects a broader ambition: to make Mauritius the convergence point between Africa, the Indian Ocean, and international markets.

### A Dual Project for a Regional Tech Hub

Two initiatives were presented together. The first, the Carrier-Neutral Green Centre, aims to develop modern digital infrastructure accessible to all telecom operators and powered by renewable energy. The second, a **Digital Embassy Village**, will complement this by hosting sovereign data for foreign governments — a concept still rare across the African continent.

Both projects come as Mauritius restored its full SADC membership in 2025 after repaying more than **$8.2 million** in outstanding dues to the organisation.

### A Regional Platform Strategy

The stakes go beyond connectivity. The Mauritian government is betting on its geographic, legal and linguistic positioning to attract digital investment flows across the SADC — a bloc of 16 member states and over 380 million people. Prime Minister Ramgoolam stressed regional value chain development and green industrial transformation as shared growth drivers.

### Why It Matters

As digital sovereignty becomes as strategic as food security across the region, Mauritius is positioning itself as a first mover. If these projects materialise, the island could capture a meaningful share of regional digital infrastructure investment — a fast-growing market. Competition from hubs like Nairobi and Johannesburg is real, but Mauritius's regulatory framework and institutional stability remain strong differentiators on the continental stage.
