On September 10, 2026, Moka hosted the second edition of the Pulse of Fintech, an invitation-only forum bringing together investors, startup founders, financial institutions and policy observers. The objective: translating the 2026-2027 budget announcements into concrete outcomes for the Indian Ocean fintech sector.

## An African Market Under Pressure But Dynamic

The forum's reference figures underline what is at stake: African tech startups raised approximately $1.44 billion in the first half of 2026, of which around $556 million went to fintech alone. A concentration that does not escape observers. As Fabrice Boullé of Equitable Ventures notes: "Capital is still available, but it is concentrating in fewer companies."

## Three Priority Workstreams for Mauritius

The 2026-2027 Mauritian budget mapped the roadmap: open banking, stablecoin issuance rules, and tokenisation of real-world assets. The Moka forum was structured around three parallel sessions: open banking and Banking-as-a-Service platforms, digital-asset settlement mechanisms, and SME credit expansion through alternative data and AI-driven scoring.

These three axes correspond precisely to the infrastructure building blocks modern financial centres must master to remain competitive, according to the organisers.

## Why It Matters

Mauritius aims to become Africa's "trusted digital finance platform" by 2030\. The Pulse of Fintech embodies that strategy: a high-value professional forum signalling to regional decision-makers that the island has moved from statement of intent to implementation. By capturing a share of the $556 million flowing into African fintech, Mauritius can consolidate its hub position against Nairobi, Lagos and Johannesburg.
