On Tuesday, July 28, 2026, the Mauritian National Assembly examined the Finance Bill and the Economic and Financial Measures (Miscellaneous Provisions) Bill in a single parliamentary session — two pieces of legislation combining 119 separate provisions. The expedited procedure was deemed unacceptable by trade unions, who called a general strike and organised a protest outside Parliament.

## The Reform That Is Fuelling Tensions

At the heart of the dispute: the transformation of the universal Basic Retirement Pension (BRP) into a conditional State Age Pension. Long granted to all Mauritians from age 60, the pension's eligibility criteria would be revised under the new framework. Although the government announced at the last minute that it would drop the original means test, unions argue the reform's fundamental architecture remains intact.

Reeaz Chuttoo, spokesperson for the Platform Komun Syndikal, was categorical: the amendments «did not address their main demands». For him, the real issue goes beyond the bill's content: «Let's forget what is even in the Finance Bill. This is a violation of democracy.»

## A Procedure That Inflamed the Opposition

Both bills were only published on the National Assembly's website in the middle of the night before the vote. Paul Bérenger (Front Militant Progressiste) condemned the opacity: «It is completely abnormal that both laws were posted online in the middle of the night.» Nando Bodha described it as «anti-democratic and outrageous», while opposition leader Joe Lesjongard called for more time to analyse such far-reaching legislation.

The Platform Komun Syndikal held an emergency meeting on the evening of July 26 and sent letters to all parliamentarians. Unions confirmed they would continue their campaign depending on the outcome of the parliamentary vote.

## Why It Matters

The Finance Bill 2026 crisis lays bare a deeper governance tension in Mauritius: the temptation to ram through sensitive structural reforms via emergency procedures. For observers tracking the island, this is a social risk signal to watch. Mauritius, which targets high-income status by 2030, cannot afford a lasting social rupture over welfare reform. The pension question, unresolved on Tuesday, looks set to remain at the centre of the country's political landscape.
