**Mauritius enters the final quarter of 2026 with weakened economic fundamentals.** Growth forecasts have been revised down to a range of 2.8% to 3%, from 3.2% in 2025\. This slowdown raises serious questions about the country's ability to shift to a higher gear — and the structural reforms it must pursue.

### A Disappointing First Quarter

Real GDP grew by only 2% in Q1 2026, compared to 3.4% a year earlier. Inflation held at 4.9% in August — a level that erodes household purchasing power and squeezes corporate margins. The Bank of Mauritius, which raised its key rate by 25 basis points in May (to 4.75%), maintained that stance in August, as expected by markets.

### Solid Tourism, Weak Private Investment

Tourism continues to carry the economy: 804,633 arrivals from January to July, up 2.1%, generating Rs 55.9 billion in first-half revenues (+18%). However, Statistics Mauritius forecasts a 1.2% contraction in private investment in real terms — a warning signal for long-term dynamics. Construction, industry and SMEs are struggling to take over from tourism and financial services as the main growth engines.

### Accumulating External Risks

Economist Sameer Sharma warns of a "direct stagflationary shock" driven by Middle East tensions pushing up energy and logistics costs. Weak European demand — Mauritius's primary tourism market — and rupee volatility add to an already complex picture. The impact of generative AI on BPO and back-office jobs is also flagged as an emerging risk if the education system fails to adapt.

### Budget Execution: The Key to Q4

According to economist Dookhony, the final quarter's outcome will largely depend on the government's ability to execute its projects: the container terminal, digital public services, and administrative simplification. Several economists advocate a medium-term target of 4% growth and targeted reforms — including a land value tax on undeveloped plots to unlock productive land.

### Why It Matters

Mauritius has built its model on two pillars — tourism and financial services — that are showing their limits during headwinds. The country must diversify its economy and strengthen domestic growth drivers to sustainably break through the 3% ceiling. This year-end assessment will be the first real test of that ambition.
