**The Malagasy government is calling for massive investment to accelerate the country's energy transition, where only a minority of the population currently has access to electricity. Backed by the World Bank and AfDB through the 'Mission 300' initiative, Madagascar is positioning itself as a strategic regional platform for renewable energy development.**

## A Major Energy Challenge

Energy access remains one of Madagascar's most pressing challenges. Economy Minister Dr Aimé Ramiarison Herinjatovo has stated the fundamental issue clearly: *"Electricity is indispensable for studying, living with dignity and undertaking business activities."* The government's strategy rests on three priorities: expanding electricity access to underserved populations, reducing dependence on petroleum products, and stimulating economic growth through energy.

With growth projected at **6%** in 2026 under upwardly revised government forecasts, Madagascar is seeking to convert its energy potential into a driver of competitiveness.

## Exceptional Solar Potential

Madagascar possesses significant solar potential owing to its favourable climate conditions — one of the continent's most underexploited renewable resources. The government is banking on solar energy as the backbone of a cleaner and more energy-sovereign mix, targeting both urban areas and isolated rural communities where off-grid solutions are often the fastest and most cost-effective path to electrification.

## Mission 300: World Bank and AfDB Engaged

The international **Mission 300** initiative, jointly led by the World Bank and AfDB, identifies Madagascar as a strategic platform for energy development in sub-Saharan Africa. Spring Meetings discussions highlighted expanding electricity access across the continent, with Madagascar among the priority countries.

The government is actively seeking partnerships with international technical partners, financial institutions and the private sector, as part of its economic 'Refondation' priorities. The stated goal is to build a more resilient and inclusive economy while addressing environmental imperatives and geopolitical vulnerabilities.

## Why It Matters

Energy access is the prerequisite for any industrialisation. For Madagascar, attracting investors into the energy transition means laying the foundations for sustainable 6% growth. For Indian Ocean businesses, it also represents a window of opportunity into a market of 28 million people.
