**Madagascar recorded 71,190 non-resident arrivals in Q1 2026, a 12% increase year-on-year. Tourism is rebounding — but a dramatic budget paradox threatens the sustainability of this recovery.**

## A Real Recovery, Backed by Numbers

Madagascar's Tourism Ministry confirms **71,190 non-resident visitor arrivals in Q1 2026**, up 12% from the same period in 2025\. Over the first four months of the year, cumulative traffic reached approximately **86,700 visitors**, generating roughly **536 billion ariary** in revenue (approximately €118 million at current exchange rates).

Domestic tourism also rose: national parks welcomed **77,209 Malagasy visitors in 2025**, up from 70,715 the previous year (+9.2%).

## The Ambition: One Million Tourists by 2028

The government has set an ambitious target: **reaching one million annual tourist arrivals by 2028**. For reference, the island welcomed between 280,000 and 350,000 visitors per year before the pandemic. This implies tripling visitor flows in under three years — a considerable challenge requiring massive investment in hotel infrastructure, transport and workforce training.

Tourism currently accounts for roughly **15% of Madagascar's GDP** through direct and indirect effects.

## The Paradox: A Budget Cut by 98%

The contrast is stark: while arrivals rebound, the Tourism Ministry budget collapsed from **961 billion ariary in 2025 to just 16 billion in 2026** — a cut of nearly **98%**. A decision that leaves industry professionals puzzled and concerned about the durability of the recovery.

«The recovery is real, but the sector remains fragile,» notes an analysis by *Mada Hotels Consultant*. Without public investment in promotion, regional transport and professional training, the path to one million tourists is at serious risk.

## Key Source Markets

France remains Madagascar's primary source market, followed by Indian Ocean neighbours (Réunion, Mauritius) and Germany. Growing flows from Southeast Asia are worth monitoring, in line with regional trends across the archipelago.

## Why It Matters

Madagascar is repositioning its tourism sector on a controlled mass trajectory after years of instability. For hotel investors and regional operators, the window is open: land prices remain attractive, demand is rising — but viability depends on alignment between official ambition and budget allocation. The Big Island cannot target a million visitors on a 16-billion-ariary budget.
