On September 2, 2026, Madagascar's Economy Minister Dr Herinjatovo Aimé Ramiarison and US Chargé d'Affaires Tom Bevan formalised an expanded bilateral partnership. The goal: mobilise the full toolkit of American financial institutions — DFC, Exim Bank, the Department of Commerce and the Treasury — to accelerate public-private partnerships (PPPs) in energy, infrastructure and healthcare.

## A coordinated 'whole-of-government' US approach

Washington is deploying what it calls a **"whole-of-government approach"**: multiple federal agencies coordinate actions to maximise impact on the ground. The **DFC** (Development Finance Corporation) and **Exim Bank** are tasked with identifying bankable projects, while the Department of Commerce facilitates connections between American firms and Madagascar's market.

## Priorities: renewable energy, roads and healthcare

Four sectors are at the heart of the agreement. **Renewable energy** — solar, wind and hydroelectric — is the most urgent priority, in a country where fewer than 30% of the population has access to electricity. **Road and digital infrastructure**, **water resources** and **healthcare supply chains** round out the partnership's scope.

## PPPs as leverage against limited public resources

Both delegations acknowledge that public resources — American and Malagasy alike — cannot fund investment needs alone. The chosen model centres on **public-private partnerships**: Madagascar secures the regulatory framework and guarantees, US institutions provide financial structuring, and private companies handle execution.

## A favourable moment for Madagascar

This rapprochement comes as Madagascar revised its 2026 growth forecast upward to **6%** from an initial 4.8%, driven by services expansion and private investment growth. The island had also drawn international attention at the Africa Forward 2026 summit in Antananarivo. The timing of the American partnership is deliberate: it positions Madagascar as a priority investment destination in the intensifying great-power competition for economic influence in Africa.

## Why it matters

For regional decision-makers, this partnership signals a shift in the balance of influence across East Africa and the Indian Ocean. Washington is no longer relying on traditional development aid — it is deploying financial tools in direct competition with China and other players. For Madagascar, the challenge is turning intentions into concrete projects before international attention moves elsewhere.
