**Madagascar is opening its doors to Egyptian investment.** On 30 July 2026 in Cairo, at the headquarters of Egypt's General Authority for Investment and Free Zones (GAFI), around 40 Egyptian investors gathered with a Malagasy delegation of 6 ministers to translate diplomatic ties into concrete economic projects. Five cooperation agreements were signed during the first-ever presidential meeting between the two heads of state.

## Agriculture at the heart of the partnership

The flagship deal is a memorandum between GAFI and Madagascar's Economic Development Board (EDBM), the country's one-stop investment agency. The agricultural sector is clearly identified as the top priority: Egyptian investors present are active in crop production, agro-processing, fertiliser and agricultural equipment manufacturing, seed production, and edible oil processing.

Egypt showcased its flagship 'Future of Egypt' initiative — a large-scale intensive farming programme covering thousands of hectares, with nearly 1,800 greenhouses and generating approximately 360,000 direct jobs — as a demonstration of its large-scale agricultural expertise.

## Proactive economic diplomacy

The high-level Malagasy delegation — 6 ministers and around ten private sector operators — reflects the priority Antananarivo places on attracting foreign direct investment. President Michaël Randrianirina stated that Madagascar is seeking partners for 'complete, well-structured and sustainable projects' rather than mere funding.

This drive comes amid domestic tensions, however: the Groupement des entreprises de Madagascar (Gem) suspended its participation in public-private dialogue in late June, citing 'prolonged denial of justice', while the Groupement des entreprises franches et partenaires (GEFP) warned that up to 200,000 direct jobs are at risk from economic instability.

## Why it matters

The Egypt-Madagascar rapprochement opens an unprecedented South-South cooperation corridor in the region. For Madagascar, attracting Egyptian operators — whose agricultural expertise is globally recognised — addresses a fundamental need: transforming its vast arable lands into value-added production. For the Indian Ocean region more broadly, this type of continental partnership reinforces the region's positioning as a crossroads between Africa and the Red Sea — a strategic axis in the context of the reshaping of global supply chains post-2024.
