On August 17, 2026, the sixteen heads of state and government of the Southern African Development Community (SADC) will gather at the Durban International Conference Centre in South Africa. Madagascar will be represented by Foreign Minister Alice N'Diaye, who carries a clear message: island states face specific constraints and deserve differentiated treatment in the regional integration agenda.

## A Summit on Industry, Critical Minerals, and Agriculture

This year's theme — "Resilient, Sustainable and Inclusive Industrialisation through Infrastructure Development, Agricultural and Critical Minerals Transformation" — reflects the priorities of the SADC Strategic Development Plan 2020–2030 and Vision 2050\. For Madagascar, a country endowed with significant strategic mineral reserves (chromium, ilmenite, graphite), this framework offers an opportunity to monetise its resources within a regional logic rather than a purely extractive one.

Beyond minerals, the summit agenda includes the operationalisation of the **SADC Regional Development Fund**, designed to finance infrastructure and economic transformation projects across all **16 member states**. For Antananarivo, this mechanism represents a concrete financing lever for projects that struggle to attract private capital.

## The Island Voice in a Continental Bloc

Minister Alice N'Diaye has stressed the need to "strengthen regional integration" while calling for greater recognition of the specific challenges facing island states: maritime connectivity, access to project preparation financing, and climate resilience. SADC groups landlocked continental nations like Botswana and Zimbabwe alongside archipelagos like the Comoros and Seychelles — a diversity that complicates the development of uniform policies.

This summit also marks the official transfer of the SADC presidency to South Africa for 2026–2027\. Cyril Ramaphosa intends to use this mandate as an accelerator of regional industrial integration, amid a global geopolitical environment in full reconfiguration.

## Why It Matters

SADC represents a market of more than **400 million people** and a combined GDP exceeding $700 billion. For Madagascar — in a repositioning phase after years of political fragility — asserting itself within this bloc as the champion of island nations is also a strategy of diplomatic and economic visibility. The decisions taken in Durban on August 17 will shape the integration agenda for all of southern Africa in the months ahead.
