The Autonomous Airlines Syndicate (Scara) is pushing back against Paris Airports' upcoming Economic Regulation Contract. At stake for Overseas France routes: a 21% fee increase that carriers like Air Austral refuse to absorb alone.

## €8.2 billion in investments — but who pays?

Paris Airports' new Economic Regulation Contract (CRE) plans €8.2 billion in investments through 2034, focused on expanding the Paris-Charles-de-Gaulle hub. To fund this, airline fees would rise sharply: +34% on domestic routes, +21% on flights to Europe and overseas territories, +16% on international routes (excluding inflation).

The Scara — which includes Air Austral, Air Caraïbes, Air Antilles and Air Saint-Pierre — argues the structure is unfair: these point-to-point carriers would be made «to contribute more heavily to funding a strategy from which they will benefit little». Their business model is built on direct connections to overseas territories, not CDG transit traffic.

## Air Austral in the crosshairs

For Air Austral — already under pressure from regional aviation turbulence including the recent IndiGo suspension of the Chennai–Saint-Denis route and the need to raise additional equity — a 21% fee increase on its core routes would represent another significant blow to operating costs. The airline connects Réunion via Paris-CDG, with most passengers transiting through that hub.

The CRE is still in the consultation phase before final adoption. Scara is lobbying for a differentiated approach that shields overseas routes from the steepest increases.

## Why it matters

Air connectivity is Réunion's Achilles' heel. Any increase in operating costs for carriers serving the island ultimately flows through to ticket prices or route profitability — and can lead to reduced frequencies. In a context where tourism is one of Réunion's key economic drivers, more expensive air access is a structural threat that deserves serious attention.
