Growers and sugar mill operators have reached an agreement on the system of financial advances paid to farmers during the harvest season, partially unblocking a tense situation that had been paralyzing the Bois-Rouge factory for several weeks. While the deep-seated crisis in Réunion's sugarcane sector is far from resolved, this breakthrough suggests a gradual resumption of operations at the North-East site.

## The Heart of the Dispute: Farmer Advances

At the core of the blockage: a disagreement over the financial advance mechanism that allows sugarcane farmers to be paid as the campaign progresses, without waiting for the end-of-season accounts to close. This system is vital for farm cash flow, as growers face significant upfront costs — labour, fuel, mechanical maintenance — with no immediate income. Any delay or restructuring of these advances puts farmers in acute financial stress.

## A Sector Under Structural Strain

The deal comes amid broader difficulties for the sector. The 2026 sugarcane campaign had started on July 8 with projected volumes of between **688,000 and 728,000 tonnes** to be harvested. But the CGPER (Planters and Livestock Farmers Federation) had already raised the alarm over structural challenges: insufficient cane prices, rising costs and competitiveness eroded by European trade agreements with low-cost zones. The Bois-Rouge blockage was not an isolated incident, but a symptom of a deeper malaise.

## Why It Matters

The sugarcane sector represents far more than sugar tonnage: it is the agricultural and economic backbone of Réunion, providing direct livelihoods for thousands of growers and anchoring the island's rural territory. Every operating mill — Bois-Rouge in the North-East, Le Gol in the South — is an essential link in a chain that cannot afford prolonged disruption. The agreement is a step forward, but the sector's underlying economic equation remains open.
