Nairobi is accelerating its transformation into Africa's central digital finance marketplace. In force since **4 November 2025** following presidential assent on 15 October, the Virtual Asset Service Providers Act (VASP Act) gives Kenya one of the most comprehensive crypto regulatory frameworks on the continent.

### A Dual Regulator With No Blind Spots

The law splits oversight between two authorities: the Central Bank of Kenya (CBK) supervises custody services, payment processors and stablecoin issuers; the Capital Markets Authority (CMA) covers exchanges, brokerage and real-asset tokenisation. This dual-regulator architecture aims to cover the entire crypto ecosystem without grey areas — a weakness of many other African frameworks.

### The 2026 AmCham Summit: Nairobi at the Crossroads of Global Capital

On **9–10 September 2026**, the Windsor Golf Hotel in Nairobi will host the American Chamber of Commerce Summit under the theme «Advancing Mutual Prosperity Through Trade & Investment.» The event will bring Kenya's regulations face to face with the US CLARITY Act under development. Six opportunity sectors are targeted: crypto exchanges, asset custody, stablecoins, real-asset tokenisation, blockchain infrastructure, and blockchain-based trade finance.

### Why It Matters

For Indian Ocean financial players, Nairobi's rise cuts two ways. An opportunity first: Kenyan and East African markets are increasingly accessible through well-regulated regional platforms. Competitive pressure second: Mauritius — which is also developing its own virtual asset frameworks — must sharpen its distinctive advantages to remain an attractive node in this fast-evolving ecosystem.
