The African Development Bank (AfDB) is committing to mobilise $20 billion — approximately 11,466 billion FCFA — to support Côte d'Ivoire's National Development Plan 2026-2030\. The country targets annual growth of 7.2% and a GDP per capita of $4,500 by 2030.

## The AfDB's most ambitious financing in Ivory Coast's history

The AfDB commitment represents the institution's largest single-country mobilisation in Africa. Of this total, 4,988 billion FCFA will come from the AfDB's own resources, and 6,480 billion FCFA will be raised from partner financial institutions. A further 11,138 billion FCFA is expected from other international partners.

The NDP 2026-2030's total envelope stands at 114,839 billion FCFA. A defining feature: 70% of investments are driven by the private sector, against 30% public — a blended financing model that distinguishes Abidjan from African capitals still largely dependent on public funding.

## Ambitious targets rooted in a solid track record

The NDP targets are precise: a 7.2% growth rate, total GDP of 92,900 billion FCFA in 2030, investment rate of 32.6% of GDP, and poverty reduction below 20%. GDP per capita is expected to rise from $3,148 in 2025 to $4,500 in 2030.

These targets rest on historical credibility: the previous NDP (2021-2025) was 94% executed with growth consistently above 6%, nearly double the sub-Saharan Africa average. In June 2026, the IMF and World Bank reclassified Côte d'Ivoire as a low-risk country for debt sustainability. In December 2025, Fitch had upgraded its sovereign rating to BB, aligning the agency with Moody's and S&P Global.

## Six strategic priorities

The plan revolves around six axes: peace and security, agriculture and agro-industry, private investment development, human capital strengthening, strategic infrastructure (transport, energy, digital, logistics) and governance. Local processing of raw materials — cocoa beans, rubber, cotton — forms the plan's industrial backbone.

## Why it matters

With $20 billion mobilised by the AfDB alone, Côte d'Ivoire confirms its status as West Africa's economic locomotive. For investors from the Indian Ocean and East Africa, this plan sends a strong signal: the Ivorian market — 30 million people, francophone regional hub — is entering a phase of accelerated industrialisation with first-class institutional backing. Côte d'Ivoire is becoming an unmissable investment destination for the decade ahead.
