**At the consultative group meeting held on 8-9 July 2026 in Abidjan, Côte d'Ivoire brought together over 2,000 investors from 49 countries. The result: $80 billion in commitments — four times the initial target — to fund the 2026-2030 National Development Plan (PND).**

## World Bank and EU lead the way

Two major institutional pledges anchored the record mobilisation. The World Bank committed 17,000 billion CFA francs, as confirmed by Ousmane Diagana, the bank's Vice-President for West and Central Africa. The European Union brought 8.2 billion euros through its Global Gateway strategy. «This unprecedented mobilisation demonstrates the bonds of trust linking the EU and Côte d'Ivoire,» said the EU Ambassador.

## Four sectors in focus

The EU is directing its envelope primarily toward energy, transport and mobility, agribusiness, and professional training. These sectors are seen as key to sustaining Ivory Coast's growth trajectory — already among the strongest on the continent. Minister of Planning Souleymane Diarrassouba will oversee tracking and coordination of all commitments made in Abidjan.

## Affirming regional leadership

An $80 billion mobilisation underscores international investor confidence in the Ivorian model. Côte d'Ivoire has maintained above-6% annual growth for over a decade, driven by cocoa, infrastructure and an expanding urban middle class. The PND 2026-2030 aims to consolidate these gains while accelerating structural economic transformation.

This scale of capital mobilisation reshapes what's possible across Africa. For Indian Ocean economic players — Mauritian investors, Réunion-based groups, Malagasy operators — the Ivorian market and West Africa represent a growing opportunity.
