**Unanimously adopted by Ivory Coast's parliament in April 2026, the 2026-2030 National Development Plan (NDP) commits 114,000 billion FCFA — roughly $209 billion — to structurally transform the economy of the world's largest cocoa producer.**

## The Core Ambition: Raising GDP Per Capita from $3,148 to $4,500 in Five Years

This is the NDP's central target: lifting income per capita from $3,148 in 2025 to $4,500 by 2030 — a gain of more than 42% in five years. To achieve this, Abidjan is betting on structural transformation — not simply an acceleration of existing growth — involving industrialization of agricultural value chains, digital infrastructure development, and stronger private investment, both domestic and international.

## $209 Billion: One of West Africa's Most Ambitious Plans

At a total cost of 114,000 billion FCFA (approximately $209 billion), the NDP 2026-2030 is one of the most ambitious investment programs ever launched in francophone sub-Saharan Africa. Adopted unanimously by the Ivorian parliament in April 2026, it covers six pillars: industrialization, agriculture, digitalization, energy, social development, and governance. A significant share of financing is expected from the private sector — domestic and international — alongside public resources.

## A Signal for Regional Investors

Ivory Coast — already among Africa's five fastest-growing economies in 2026 with 7% GDP growth — is sending a clear message to regional investors. Indian Ocean businesses, particularly from Mauritius and Réunion, active in West Africa, could benefit from this dynamism across financial services, construction, and agri-food markets.

## Why This Matters

Ivory Coast is WAEMU's economic engine and one of francophone Africa's prime destinations for foreign direct investment. Its $209 billion transformation plan reshapes opportunities for Indian Ocean actors: subcontracting, financing, consulting, and business services — all rapidly growing in the sectors covered by the NDP.
