**The archipelago's banking awakening.** The Central Bank of the Comoros (BCC) published its 2025 Annual Report on August 28, 2026, and the figures point to genuine consolidation of the Comorian banking system — even as structural vulnerabilities remain.

## A Clearly Growing Balance Sheet

The consolidated balance sheet of the Comorian banking system reached **262.3 billion Comorian francs** at end-December 2025, up from 229.4 billion the prior year. This 14% growth reflects higher loan volumes and stronger deposit mobilisation.

Gross customer loans climbed to **128.3 billion FC**. More significant: the non-performing loan (NPL) ratio fell from 14% in 2024 to **9% in 2025** — its lowest level in several years. The BCC notes, however, that part of this improvement stems from one-off portfolio clean-ups rather than a fundamental improvement in borrower solvency.

## Banque Postale des Comores, a New Entrant

The sector's architecture is shifting: the country now has **four commercial banks** plus several microfinance networks. Banque Postale des Comores obtained its banking licence in January 2025, following the restructuring of the former SNPSF — a new player broadening financial access for lower-income households.

The BCC has also modernised its prudential rules to align with **Basel III** standards and strengthened credit registries to better track client solvency.

## SOGAK: A Lever for Financial Inclusion

Launched in May 2025, the Société de Garantie des Comores (SOGAK) mobilised **206 million Comorian francs** within months, processing approximately 94 loan files — primarily for formal enterprises. This guarantee mechanism aims to unlock bank financing for micro and small businesses, often excluded from formal credit for lack of collateral.

## Why It Matters

The Comoros has a small banking sector in a country where formal financing remains scarce. The improvement in NPLs and the launch of SOGAK are positive signals, but the real challenge lies in financial inclusion: with a still-low bancarisation rate, much of the Comorian economy still operates outside the formal banking circuit. This annual report is a thermometer to watch closely.
