Africa is approaching a major symbolic milestone in the management of its public savings. According to GlobalSWF data reported by Sika Finance, Africa's public institutions — sovereign wealth funds, pension funds and central banks — are collectively approaching **$1 trillion in assets under management**. The threshold reflects a structural rise in African institutional capital.

### 33 sovereign funds and a sub-Saharan surge

The continent now counts **33 sovereign wealth funds**. Five new vehicles were launched in 2025: **Botswana, the Democratic Republic of Congo, Eswatini, Kenya** and **Oyo State in Nigeria**. Libya still holds Africa's largest sovereign fund — the Libyan Investment Authority — with **$68 billion** in assets. Sub-Saharan Africa is identified as the main engine of growth in the segment.

Despite the progress, Africa accounts for roughly only **1% of the $14.3 trillion** managed by sovereign wealth funds globally. A gap that reveals both the distance travelled and the potential yet to be tapped.

### A tool of economic sovereignty

These sovereign funds are no longer mere foreign exchange reserves. They are becoming **active macroeconomic policy tools**, financing strategic infrastructure and industrial transformation from domestic capital. The Africa Finance Corporation estimates the continent holds over **$4 trillion** in mobilisable assets if the non-bank sector — insurance and pension funds — is included.

The challenge remains immense: Africa's infrastructure needs are estimated at **$100 to $400 billion per year**. But the direction is clear.

### Why it matters

For Indian Ocean decision-makers, this dynamic opens concrete prospects. Better-endowed African sovereign funds mean more capital available for regional projects — ports, renewable energy, digital connectivity. Mauritius, which already serves as a financial bridge between Africa and the world, is particularly well-placed to capture part of these flows. And for Madagascar, Kenya or the Seychelles, the growing maturity of African sovereign funds represents a credible alternative to traditional Western financing.
