Two positive development signals have emerged from Rwanda. The European Union has announced **€40 million** for the country's agricultural transformation, while Kigali confirms the phased elimination of 2G/3G networks in favour of nationwide **4G and 5G** coverage. Both moves reinforce Rwanda's status as East Africa's development laboratory.

## €40 million to modernise Rwandan agriculture

The European envelope aims to accelerate the structural transformation of an agricultural sector that still employs the majority of Rwanda's active population. The funds are expected to finance sustainable intensification programmes, input access, mechanisation and agri-food value chain development — priorities aligned with the Kagame government's national strategy.

This EU support falls under the Global Gateway initiative, the EU's framework for financing sustainable infrastructure in partner countries. Rwanda is regularly cited among priority beneficiaries, thanks to its reputation for transparent governance and strong public funds management indicators.

## Rwanda switches off 2G/3G and goes full 4G/5G

Alongside the EU funding, Kigali has confirmed the phased elimination of 2G and 3G networks in favour of nationwide **4G and 5G** coverage. This decision, part of the Rwanda 2050 knowledge-economy vision, aims to make connectivity a lever of economic transformation — from precision agriculture to rural e-commerce, telemedicine and dematerialised government services.

Additionally, the **Rusizi port**, designed to streamline trade between Rwanda, Burundi and the DRC, is approaching completion — a key infrastructure piece for East African regional integration.

## Why it matters

Rwanda plays a catalytic role in the region. Its advances in agriculture, digital infrastructure and connectivity inspire decision-makers across East Africa — and directly interest Indian Ocean investors seeking stable entry points into the African continent. The Rwanda-Kenya-Tanzania axis is now capturing a growing share of inbound investment flows.
