**A strong signal for regional integration.** Meeting for its 99th ordinary session on 6 July 2026, the ECOWAS Bank for Investment and Development (BIDC) approved **over $417 million** in strategic investments targeting three key West African economies: Nigeria, Côte d'Ivoire, and Ghana. Projects span road infrastructure, healthcare, housing, and mining.

## Nigeria receives $260 million for Trans-Saharan highway

The largest — and most strategic — allocation goes to Nigeria: **$260 million** for **123 kilometres of the Trans-Saharan highway**. This connectivity corridor is designed to reduce logistics costs between West Africa, the Maghreb, and Europe. In a country where road infrastructure remains a structural brake on competitiveness, this financing is welcomed as a major step forward.

## Côte d'Ivoire: health and housing on the agenda

Côte d'Ivoire benefits from a dual investment package. First, **€80 million** for a **150-bed regional hospital in Ferkessédougou**, northern Côte d'Ivoire — a public-private partnership aimed at closing the healthcare gap in remote regions. Second, a **10 billion FCFA credit line** to Banque de l'Habitat for SME housing finance. The BIDC is also funding renovation of the Symphonie Building in Abidjan (Ministry of Justice) for **12.82 billion FCFA**.

## Ghana: gold as a development lever

In Ghana, the BIDC releases **$47.4 million** to Azumah Resources for development of the Black Volta gold project. This support for the mining sector aims to build a more integrated extractive industry and strengthen the country's export revenues.

## The strategic framework: GRO Strategy

All these financings fall under the BIDC's *GRO Strategy* (Growth, Resilience, Optimization), articulating four priorities: **structural infrastructure, human capital, private sector growth, and regional integration**. President Dr. George Agyekum Donkor stated the projects demonstrate «commitment to financing development solutions that directly improve the lives of West African citizens».

## Why it matters

For the Indian Ocean region, the acceleration of investment in West Africa is not a distant affair. The region represents **a market of nearly 450 million consumers** and is one of the key emerging trading partners for Mauritius, Réunion, and Madagascar. Better-developed logistics corridors, stronger healthcare coverage, and a more dynamic private sector all create partnership opportunities for entrepreneurs and investors from the Indian Ocean zone.
